沙恩霍斯特(1755—1813)是近代普鲁士军事改革的倡导者、组织者和实施者,首创了现代总参谋部制度和配套的军事教育、人才选拔培养制度,为普鲁士(德国)军队的强大奠定了基础,对近代以来世界军事的发展产生了深远影响。沙恩霍斯特军事改革中以人为本的思想体现在如下四个方面:军事改革必须顺应人类解放发展的社会历史潮流;军事改革的核心任务是推进军官人事制度的改革;军事改革的过程中要善于对守旧势力进行改造和妥协;军事改革中不变的追求是培育知识健全、人格独立的军人。
Shane Horst (1755-1813) was the advocator, organizer and implementer of the modern Prussian military reform and pioneered the system of modern general staff and supporting military education and personnel selection and training system for the Prussian (Germany) army It has laid a solid foundation and has had a profound impact on the development of the world’s military since the modern era. The people-oriented thinking in the military reform of Sarbhanh is reflected in the following four aspects: The military reform must conform to the social and historical trend of human emancipation and development; the core task of military reform is to push forward the reform of the military personnel system; and the military reform process should be good at Reform and compromise the conservative forces; and the unchanging pursuit of military reform is to foster a soldier with sound knowledge and personality.
