光复初期,台湾省署(府)施行粮食管制政策的主要原因,是由于战后迅速出现了全岛性的粮荒。陈仪时期由于行政长官公署无法掌握大量现实的米粮,管制政策绩效不彰,致使日益严重的粮荒成为“二.二八”事件迅速蔓延全岛的一大诱因。魏道明时期台湾省政府继续施行粮食管制,以应对愈加严峻的粮荒与民众激愤的情绪。光复初期台湾的粮食管制政策主要包括加强对粮食流通的管控,举办食米平粜与配售,推行节约粮食消费办法等。这些政策成败参半。
