该文从海事现场监管中发现的一些新船国际航行船舶从下水试航到交接过程中,由于船厂、船东为了减少成本支出,在船上直接使用船东在国外注册的船名及外观标识,而向我国申请的临时船名及外观仅在相关证书上使用,造成船名及外观标识管理的混乱,这种现象不仅涉及到国家主权和海事部门形象问题,而且造成水上交通秩序混乱,极易引起海损事故。为了防止此现象的蔓延,引起海事部门及船厂的注意,该文从现场监管、源头管理、完善法律法规等方面提出了相应的对策,以达到维护国家主权和海事部门的形象,维护海上交通秩序,减少海损事故发生的目的。
