Taking the rental public housing as the research object and based on the consumer surplus concept, the benefit model, the cost model and the efficiency evaluation model of public housing tenants are established. Examine the degree of household welfare improvement and the degree of coordination between economic efficiency and fairness and draw the policy implications of the economic analysis
