民间慈善组织是社会慈善事业的一支重要生力军,公信力是其关乎存亡的生命线。通过对具有代表性的广州乐助会公信力现状的调查,本研究发现民间慈善组织的公信力严重不足。主要表现为“两低一弱”:慈善能力低,财务透明度低,监督机制羸弱。为此,亟需合理规划民间慈善组织公信力建设的路径,使其尽快走出公信力洼地。在实践中,民间慈善组织公信力建设受到诸多因素的掣阻,既有外部的社会的、制度的原因,也有组织内部的自律机制缺失的原因。提升民间慈善组织的公信力,需要内外结合,多管齐下,共同施力,可尝试的做法是:“聚财”和“揽才”相结合,提高组织慈善能力;透明与规范相结合,提高财务管理能力;他律与自律相结合,打造组织良好品牌。有效提高民间慈善组织的公信力水平可为社会慈善事业贡献出源自民间的巨大能量。
Non-governmental charitable organizations are an important new force in social philanthropy. Credibility is the lifeline of their survival. Through the investigation of the representative status of the Guangzhou Music Society, the study found that the credibility of the non-governmental charitable organizations is seriously insufficient. Mainly as “two low and one weak”: low philanthropic ability, low financial transparency and weak monitoring mechanism. Therefore, it is urgent to rationally plan the path of building trustworthiness of non-governmental charitable organizations so that they can get out of the depression of credibility as soon as possible. In practice, the construction of public charity in non-governmental charitable organizations is hindered by many factors, including external social and institutional reasons as well as reasons for the lack of self-regulatory mechanisms within the organization. To enhance the credibility of non-governmental charitable organizations, we need to combine internal and external management, and work together in a multi-pronged approach to try our best to improve the charity capacity of the organization. Combined to improve financial management capabilities; combination of self-discipline and self-discipline, to create a well-organized brand. Effectively raising the level of public trust in non-governmental charitable organizations can contribute tremendously to the social philanthropic cause.
