加强“三农”工作,积极发展现代农业,扎实推进社会主义新农村建设,是全面落实科学发展观、构建社会主义和谐社会的必然要求,是加快社会主义现代化建设的重大任务。年初,中共中央用1号文件印发了《中共中央国务院关于积极发展现代农业扎实推进社会主义新农村建设的若干意见》对2007年农业和农村工作做了全面部署。自治区党委、政府落实中央精神,以内蒙古党委1号文件印发了《内蒙古党委、政府关于积极发展现代农牧业扎实推进社会主义新农村新牧区建设的意见》,这两个1号文件集中体现了党中央国务院和自治区党委、政府关于当前和今后一个时期农业和农村工作的大政方针,具有很强的政策性和指导性。为了让广大读者了解文件的主要精神,本刊特摘要刊发这两个1号文件的部分内容,以飨读者。
