宁国水泥厂、淮海水泥厂,都是国家投巨资新建的重点大型水泥厂。它们的全套先进设备是用外汇从国外引进的。这两个水泥厂的建成,对增加优质水泥的产量,缓和建筑材料供需的矛盾,将会发生重要作用。但是,长期以来,由于缺乏对附近广大工农群众进行爱护国家财产的教育,以及管理工作上的某些漏洞,造成许多不正常和混乱的现象。淮海水泥厂的矿山资源遭到破坏;宁国水泥厂的设备受到不应有的损失,对于两个厂的工程建设产生很坏的影响。现在安徽、江苏两省政府和所在的地方政府,采取有力措施,保护两个重点工程的建设,是非常适宜的。我们认为,必须双管齐下,从两方面入手。一方面加强宣传教育,使广大人民懂得爱护国家财产、支援重点工程建设是自己应尽的义务;另一方面加强法制教育,使极少数明知故犯损害国家财产、资源的违法分子受到应有的惩处。我们建材企业的干部和职工,也应当在当地政府的领导下,积极主动做好各项管理工作,并且热情地处理好同当地社队、农民的关系。 Ningguo Cement Plant and Huaihai Cement Plant are key large-scale cement plants newly built by the state. Now the governments of Anhui and Jiangsu provinces and the local governments where they are located have taken effective measures to protect the construction of two key projects. This is very appropriate. We believe that we must proceed from two perspectives through a two-pronged approach. On the one hand, it is necessary to strengthen propaganda and education so that the majority of people can understand and care for national property and support key project construction. On the other hand, strengthening the education of the legal system has resulted in a small number of law-breakers who knowingly committing damages to the country’s property and resources have been duly punished. The cadres and workers of our building materials enterprises should also actively and actively manage various management tasks under the leadership of the local government, and enthusiastically handle the relations with the local social teams and peasants.
