  To know whether foreign vessels meet the international conventions requirements,port state control officers have to inspect the suspicious non-Taiwanese flag and substandard vessels when these vessels visit international ports in Taiwan.

引航员与船长的矛盾时有发生,破坏了驾驶台和谐气氛,干扰了驾引人员对操纵局面的判断,是港口生产的一个安全隐患。本文分析了矛盾产生的原因,阐述了当代引航员该如何把握新形势,精准定位,创建与船长更加融洽的合作关系。
引航是一项高风险的行业,在多数情况下只有一名引航员上船引航,具有单独作业的特性。引航员有时难免会受到心理上、生理上、技术上等各方面因素的干扰而影响引航安全,因此有必要引入引航监控,对在外单独作业的引航员进行有效的监管,在个体引航员发生失误时,能够及时的给予提醒,减少引航事故的发生。
集装箱的维护费用和残值随服役时间增加而变化,航线设计和空重箱一体化运输时,基于集装箱生命周期,确定新造箱投入地点、由贸易顺差地区运往贸易逆差地区货物所用的集装箱的生命阶段以及在各处报废处理的空箱数量,有利于航运公司控制空箱调运费用。
