The Kolmogorov theory of turbulence states that the small scales are statistically isotropic at large Reynolds numbers (i.e., the probability density function (PDF) of the turbulence field is independent of the point in space considered (local homogeneity), and the PDF is invariant with respect to rotations and reflections of the coordinates axes) and have a structure which is statistically universal.
