在数字时代，公益性图书馆通过互联网络为社会公众提供数字资源是其发挥继续教育与终身教育职能的重要表现形式。在各类数字资源中，国家享有著作权的作品虽然在数量上未占主要部分，却举足轻重.长期以来，因政府执行不力、社会重视度不够等因素而远远未发挥其作用。本文从国家享有著作权作品的界定入手，首先分析了对其进行管理与利用的现状，随后探讨了如何从宏观策略与具体制度设计上来加强对该部分资源的利用，具体包括国家相关法律与政策的出台或修订、加大经费投入、建立著作权作品分类登记制度并最终由各类大型公益性图书馆进行数据库加工后提供给全社会利用等。
