Based on the current development situation of Chinas highway network,the programming and construction target of the highway network is reviewed.The value-oriented target system should be set up.Besides,Value Based Management should be implemented on every facet of highway network.Therefore,the present value of highway network should be clarified,and its value driving factors should be identified for the value enhance and value creation in the future.To solve these problems,this paper constructs the index system and model of the Value Based Management system of highway network.It constructs and provides the theory basis for the implementation of Value Based Management of the highway network and for the achievement of the maximum of value.
