有业无城为"空城"，产业发展将失去立足之本；有城无业为"死城"，城市发展无动力。本文在对产城融合相关研究梳理基础上，分析了石化工业城的"产城融合"的含义，石化型城市"产城融合"的现状与挑战，提出了石化型城市"产城融合"发展的对策与建议，以期为实现茂名市的"人业城"融合发展提供策略。
