This paper centers on enhancing the effective participation of men and women with disabilities in chinese society.It is about mainstreaming participation,especially in policy,program,project and service delivery.China has achieved some milestones in mainstreaming disability.Now,it's the right time for China to do more.Theory about social inclusion,empowerment and a participation ladder provides a useful tool to analyse this issue.In order to enhance the participation of people with disabilities,especially women with disabilities we need to adopt double focus.One is capacity building,which includes (a) increasing the education level for PWDs,especially women with disabilities,(b) improving the rehabilitation for PWDs with special attention given to women with disabilities,(c) enhancing the employment especially women with disabilities,(d) individual awareness of participation rights of men and women with disabilties.The other way is social environment construction,which includes (a) changing the traditional stereotypical ideas of gender roles and ideas about the capacity of people with disability to be contributing members of our society,(b)building awareness of equal,participation and sharing,(c) making up a sound legal system which recognises the rights of men and women especially men and women with disabilities,(d) enhancing the participation of people with disabilities,especially women with disabilties in the process of policy making and implementation,(e) paying more attention to the detail of access buildings and continuing to intensify social awareness for the whole society.Based on the comparison of Australia with China,we give some policy recommendation to improve PWD's participation in China.
