面对我国建筑垃圾资源化水平低的现状，分析总结了各发达国家的先进经验，提出了全过程管理思想，并构建出基于全过程管理的建筑垃圾资源化模式，对各参与主体的主要职能进行分析，最后对该管理模式的规范化运作提出了建议。
