　　In Soviet history, Khrushchevs time is one of important age, who lifted the curtain of a comprehensive reform in Soviet Union.But he got a sudden fall in Oct 1964.After Khrushchevs fall, US government made timely analysis and estimation on changes in some diplomatic areas in Soviet Union, such as nuclear non-proliferation and military expenditure budget deduction, Soviet strategy to NATO, Cuba, Latin American and Africa and East Asia.US government made corresponding adjustment in diplomatic principles and policy in time basing on these analysis and judgment.
