文化产业,人才为王,人才是文化产业发展的第一核心资源。文化产业的发展繁荣,需要融合型、创意型、国际型、实践型人才。韩国的文化产业经历了由政府管制到扶持再到重点扶持的发展过程,其文化产业人才培养政策随之经历了相应的变化过程:八九十年代注重文艺人才培养,21世纪初注重各文化产业领域专业人才的培养,2009年后则以培养综合型创意人才为中心。为培养符合文化产业发展所需的人才,韩国不仅提供直接或间接财政扶持、行政及法制支持,更重要的是在人才建设的实践中,与时俱进,求实创新,不断矫正偏差,从而形成精良高效的文化产业人才政策体系。在我国,人才是文化产业发展的最核心、最稀缺的资源,韩国的文化产业人才政策给予我们一定的启示。
