人教版《政治生活》第90页,在阐述选举权和被选举权时,是这样定义的:我国选举法规定,公民依法享有选举国家权力机关代表和被选为国家权力机关代表的权利。这个阐述不够严谨,造成了不少教师理解上的困难,比如:村民选举村委会、居民选举居委会是否在行使选举权,有了分歧和争议,很多教师认为不是在行使选举权和被选举权。但也有教师认为是在行使选举权,如:广东省信宜中学潘强老师在《思想政治课教学》2009年第6期
PEP 90, “Political Life,” p. 90, defines the right to vote and to be elected: “The Electoral Law of our country stipulates that citizens shall have the right to elect a representative of a state authority and a representative of a state organ according to law. This elaboration is not rigorous enough and has caused many teachers ’difficulties in comprehension. For example, whether villagers elect village committees or residents’ electoral committees exercise their right to vote is divided and controversial. Many teachers think that they are not exercising their right to vote and to be elected. However, some teachers think that they are exercising their right to vote. For example, Pan Qiang, a teacher from Guangdong Xinyi High School, is in ”Teaching in Politics and Politics" No.6, 2009
