1984年按美国国防部要求,空军和陆军曾签订了一系列协定备忘录,明确各自在实施军事计划中的职责。不幸的是,很少有结果。备忘录中包括了一直有争议的空军对陆军部队提供雷达干扰支援的职责问题。争议要点是陆军几乎指望不到空军会把这项工作当作一项高级别的任务来执行,特别是被命名为干扰平台的EF-111。不但没有充裕的EF-111来满足陆军的要求,而且EF-111上的干扰机也不是专为陆军对付地面威胁而设计的。结果当然成效甚少。
As requested by the U.S. Department of Defense in 1984, the Air Force and the Army signed a series of memorandums of agreement to clarify their respective responsibilities in the implementation of the military plan. Unfortunately, there are few results. The memorandum includes the issue of the duty of the air force, which has been disputed to provide radar interference support to Army units. The point of contention was that the Army barely expected the Air Force to implement the job as a high-level task, especially the EF-111, which was named Interference Platform. Not only are there not enough EF-111s to meet Army requirements, and jammers on the EF-111 are not designed for the Army to deal with ground threats. Of course, the result is very poor.
