现在,铁路合作组织正在从根本上进行改革,改革的方向实际上就是解决三个主要的运输政策问题。第一,必须进一步保证欧亚两洲之间客货运输的快速性和竞争能力,而且还要考虑到铁组许多成员国内经济、政治条件已经发生的深刻变化。第二,大多数铁纰成员国向市场经济过渡必然要求在各成员国间以及与世界其他地区的国际交通联系方而制定出新的法律、经济和技术上的协议。第三,必须积极地发展铁组与其他同类国际组织的合作,如欧洲经济委员会、国际铁路联盟和联合国的有关组织,等等。首先进行改革的就有《铁路合作组织通讯》,该刊从1991年起以全新的形式出版,详尽地报道有关欧亚大陆的陆路运输问题,以及其他一些现实的问题。
Now that the railway cooperation organizations are fundamentally carrying out reforms, the direction of the reform is actually to solve the three major transport policy issues. First, the speed and competitiveness of passenger and freight transport between Europe and Asia must be further ensured, and profound changes have taken place in the economic and political conditions of many members of the OSJD. Secondly, the transition of most TieTong member countries to a market economy will inevitably require new legal, economic and technical agreements between member countries and with international transport parties in the rest of the world. Thirdly, we must actively develop cooperation between the OSJD and other similar international organizations, such as the Economic Commission for Europe, the International Union of Railways and the relevant organizations of the United Nations. The first to carry out the reform was the “Railway Cooperation Organization Newsletter.” Since its publication in 1991, the magazine has been published in a completely new format, covering in detail the land transport issues concerning Eurasia and other realities.
