The China Construction Third Bureau was approved in October 1987 as one of the first batch of pilot enterprises in the country to promote Lubuge’s experience and deepen the reform of the construction management system. I. Progress and major achievements of the reform pilot The reform is the self-improvement of the socialist system, which includes both the alternation of the old and new systems and the updating of the concept. In digesting the Lubuge experience and comparing the Dacheng model and the original mechanism of the enterprise, we conducted a series of studies and discussions both theoretically and practically.
