管理 1950年植物保护法的颁布和实施是一件划时代的大事,为以后日本植保事业的发展奠定了基石。1951年在农林部设立的植物保护局(PPD)发挥了管理枢纽的作用,同年修改的植保法还包括了植物检疫和作物病虫害防治的内容。对于病虫害防治,植保法规定要控制病虫害的突然发生,国家负责防治指定的几种病虫害,由县级主管部门负责日常的植保工作,农林部与县合作进行的全国病虫害预测预报方案的目标是农林部指定的主要病虫害。根据农药管理法,植保局还有登记和检查农药的权力。
Management The promulgation and implementation of the Plant Protection Law of 1950 is an epoch-making event, laying the foundation stone for the future development of plant protection in Japan. The Plant Protection Agency (PPD) set up by the Ministry of Agriculture and Forestry in 1951 played a management hub. The phytosanitary law amended in the same year also included phytosanitary and crop pest control. For the prevention and control of pests and diseases, the provisions of the plant protection law shall control the sudden occurrence of pests and diseases. The State shall be responsible for the prevention and control of the designated pests. The county-level competent department shall be responsible for the daily plant protection work. The national pest and disease prediction and forecast program conducted by the Ministry of Agriculture and Forestry, Department designated the main pests and diseases. Under the Pesticide Management Act, the agency also has the power to register and inspect pesticides.
