当中东部相对发达的地区第二次释放制度红利之时,广大的西部地区制度红利的初次释放还没有完成,甚至还没有释放,这种现状导致了中国在红利制度的释放方面落差巨大。少数民族地区的制度红利初次完整地释放,其路径是通过变迁少数民族产权制度,复制改革开放初期东部经济迅速发展的局面,少数民族地区完全具备这个特质。自2011年开始持续5年多的跟踪调研发现一些少数民族的经济行为已经渗透到婚姻、财产、家庭、经商等各个环节,且是向好的。
When the dividend was released for the second time in the relatively developed eastern region, the initial release of the vast amount of dividends in the western region has not yet been completed or even released. This situation has led to a huge gap in the release of the dividend system in China. For the first time, the institutional dividends in ethnic minority areas were completely released. The path is to copy the system of the property rights of ethnic minorities and to copy the rapid economic development of the eastern part of China during the initial stage of reform and opening up. Ethnic minority areas fully possess this feature. Follow-up studies conducted over the past five years since 2011 found that economic activities of some ethnic minorities have infiltrated into all aspects of marriage, property, family and business, and are promising.
