可持续发展的基础是资源的合理利用。水资源作为自然资源中最重要的资源之一,其可持续利用是社会、经济和环境发展的基本支撑条件。当前突出的洪水、水资源短缺和水污染问题,已经成为影响我国可持续发展的主要因素。过去几十年的水利工程建设取得了很大的成就,然而,随着经济的发展,水问题的危害程度并未根本缓解。人们对水的认识的提高,使水资源可持续利用、与洪水相处、减轻人对水的侵害成为当前的重要话题。新的治水思路强调以水资源的可持续利用,促进经济社会的可持续发展。当前应借鉴国内外成功经验,从管理对策方面探索解决水问题的途径。
The basis of sustainable development is the rational use of resources. As one of the most important resources in natural resources, water resources are the basic support for social, economic and environmental development. The current outstanding floods, water shortages and water pollution problems have become the major factors affecting the sustainable development of our country. In the past few decades, great achievements have been made in the construction of water conservancy projects. However, with the development of economy, the extent of water damage has not been eased up. People’s increasing awareness of water, making the sustainable use of water resources, getting along with the floods and alleviating people’s abuse of water have become the current important topics. The new water control thinking emphasizes the sustainable use of water resources and promotes the sustainable economic and social development. At present, we should learn from successful experiences both at home and abroad and explore ways to solve the water problem from the perspective of management measures.
