中石化东黄输油管道泄漏爆炸特别重大事故不仅敲响了安全警钟,也引发了全社会对城市地下管线综合管理问题的关注。2013年11月28日,国家安全监管总局部署对全国油气输送管道和城市地下管网开展安全整治,安全整治将重点排查规划设计、管线质量、保护措施、维护运行监测、监督责任、应急预案和演练、基础管理等七方面内容。如何有效增强城市地下管线规划和管理水平,提升地下管线综合防灾能力,已经是迫切需要解决的现实问题。地下管线在我国可以分为两大类:
