1998年第3期《经济问题探索》发表王维红的文章指出,当前有一部分人认为,“产权清晰”就是要把国有企业的产权分配到个人或法人持股,甚至有些人认为,为了把国家产权垄断打破,最好的方法就是把产权分掉,随便怎么分都可以,分了以后,市场自然会帮助国有企业形成一个好的结构。这种观点实际上是提倡进行前苏联“休克疗法”式的私有化。前车之鉴已经证明它会给我国带来一场空前的灾难。
