科学是人类文化最高、最独特、最辉煌的成就之一。而以增进科学知识为目标的基础研究是人类科学活动的顶点和极致,是技术发明的先导,是应用开发的源泉。基础研究不论多么深奥、多么抽象,都会海纳百川找到其用武之地。基础研究导致新知识的储备,是向未来投入的科学资本。麦克斯韦于1864年确立了电动力学的基本方程式并预言了电磁波的存在,赫兹在1887成功的证实了电磁波,1895年马可尼将电磁波用于通信;黎曼和哈密顿在19世纪所做的深奥的数学研究,在大半个世纪后在物理学中得到应用;古希腊研究的素数问题,几千年后被应用到密码学中,都在印证这一现实明理。
