目的通过对八师石河子疾控中心14个2011年中央补助地方公共卫生项目进行评审,掌握各项目执行情况,初步建立项目考核评价制度,为2012年工作提供依据。方法采用自评和外部评审相结合的方式进行评审,使用统一的项目评审表进行量化考核,在评估表中对方案未涉及的评审内容,且实际也未开展的进行标化。结果 14个项目中评审分值在90分以上,有8个项目为优秀;80~90分之间有4个项目为良好;60~80分有2个项目为合格。评审内容中“项目实施方案”和“人员培训”差距最小,其他项差距均较大。结论连续性执行多年的项目相对执行的较好;近年开展的项目执行相对较差,问题较多,对项目的监管不到位。
Objective To evaluate the implementation of each project by reviewing 14 2011 central subsidy local public health projects in Shihezi Center for Disease Control and Prevention, and initially establish a project appraisal system to provide the basis for 2012 work. Methods The method of self-assessment and external review combined with the way of assessment, the use of a unified project assessment form for quantitative assessment, evaluation of the program does not involve the contents of the review program, and did not actually carried out the standardization. Results 14 items in the assessment score above 90 points, 8 projects were excellent; 80 to 90 points for the four projects were good; 60 to 80 points for the two projects qualified. In the review contents, the difference between “Project Implementation Plan” and “Staff Training” is the smallest, and the gap between the other items is larger. Conclusion The projects executed continuously for many years are relatively better implemented. The projects carried out in recent years are relatively poor with more problems and the supervision of the project is not in place.
