国家在政策上向能源基础产业倾斜,给加快水电发展提供了保证。尤溪县抓住了这个大好时机,一致认为要加快尤溪流域梯级滚动开发,必须理顺行业管理体制,建立流域开发公司,建管结合,自我积累,进行滚动发展流域的水电开发,可以提高水电建设的整体效益。尤溪县以此为机遇,通过在尤溪流域的水东水电站建设,带动尤溪流域的雍口、坂面、汶潭及街面电站的开发,以滚动形式积极参予流域电站的建设,以实现尤溪流域梯级滚动综合开发的目标,成为福建省重要的水电基地。
