实施生态移民是响应中央号召,落实省市要求,尊重群众意愿、遵循客观规律,推广“龙华实践,”造福农民群众的创新实践。实践生态移民有利于贯彻落实科学发展观,是积极探索破解城乡二元结构,促进城乡协调发展,缩小城乡差距的新路。实施生态移民有利于贯彻统筹城乡综合配套改革试验区的精神,是积极探索加快“三个集中,”根本改变农民生活、生产、居住方式的新办法。实施生态移民有利于贯彻落实“富民惠民、改善民生”的要求,有利于整合国有大型企业与农村集体经济组织的资源优势,是积极探索以城带乡、以工哺农,激活农村生产要素、加快农村发展建设社会主义新农村的新途径。
