十六届三中全会的《决定》为我们理清了改革发展将面临的主要障碍。改革开放二十五年以来,作为市场经济先行者的浙江省,通过独特的制度创新和经济发展模式创新构建了其无与伦比的竞争力。面对改革的新一轮攻坚,面对全国后发地区的竞争优势,浙江省必须继续在巩固其已有成就的基础上,深入贯彻十六届三中全会精神,统筹发展,构建浙江经济新的竞争优势,方能保证浙江经济的持续发展,维持其在全国的领先地位。
