中共天津市八次党代会对天津率先基本实现现代化提出了明确的要求:通过“三步走”的战略,在新世纪前十年全面完成“十五”计划的基础上,再经过几年努力,把天津建设成为现代化国际港口大都市和我国北方重要的经济中心,建立起比较完善的社会主义市场经济体制,成为全国率先基本实现现代化的地区之一。结合天津市经济发展的特点,围绕贯彻天津市第八次党代会精神,我们在认真调查、分析和研究海河经济发展的基础上,提出“开发海河拉动津塘经济带的建设,实现天津经济腾飞”的建议如下:
