对开放概念的理解不能仅仅限于我国和其他国家之间的经济和技术的交流。完整而科学的“开放”内涵应该是：我们同其他国家经济、技术、思想、文化等一切先进文明成果的交流。我国对外开放现已进入新阶段，应当全面提高对外开放水平。
Understanding of the concept of openness can not be limited to economic and technological exchanges between our own country and other countries. The complete and scientific “openness” should have the following connotations: We should exchange views with all other advanced achievements in civilization, such as economy, technology, ideology and culture in other countries. China’s opening to the outside world has now entered a new stage, and the overall level of opening up to the outside world should be raised.
