72岁的刘明祖,是山东威海人。曾任中共广西自治区委副书记、中共内蒙古自治区区委书记等职务。2003年3月,刘明祖当选第十届全国人大常委会委员、农业与农村委员会主任委员。2003年12月,在全国农村工作会议上,他提出了对全国13个产粮大省分三年全部免除农业税的主张,为此后全面制定农村减免税政策产生了重要影响。
72-year-old Liu Ming Zu, Shandong Weihai. Served as deputy secretary of the Guangxi Autonomous Region CPC Committee, secretary of the CPC Inner Mongolia Autonomous Region. In March 2003, Liu Mingzu was elected as a member of the Tenth NPC Standing Committee, chairman of the Agriculture and Rural Committee. In December 2003, at the national conference on rural work, he proposed that all 13 major grain-producing provinces should be exempted from agricultural tax in three years, which has had a significant impact on the overall formulation of the rural tax reduction and exemption policy.
