为维护档案的齐全完整与安全,大力开发档案信息资源,更好地服务于经济建设和社会进步,必须加强防护,有效地制止损毁档案的人和事的发生。笔者想就这一问题谈一些肤浅的看法。一、档案损毁的原因从档案的实体来说是以一定的制成材料的物质形式而存在和运动的。由于时间的推移和各种因素的影响,档案又处在不断损毁过程中。其原因不外乎社会原因和自然原因,或说损毁档案的人为因素和自然因素两方面。自然损毁,概括起来有两个因
In order to maintain the completeness and security of the archives, vigorously develop archival information resources and better serve the economic construction and social progress, we must step up protection and effectively stop the occurrence of those who have destroyed archives. I would like to talk about some superficial views on this issue. First, the reason for the destruction of the file exists and movement from the entity of the file with a certain material form made of the material.
