丽委办〔2012〕98号各县(市、区)党委和人民政府,市直属各单位:为加快推进“收入一个笼子、预算一个盘子、支出一个口子”公共财政管理改革,优化财政支出结构,增强政府调控能力,提高财政资金使用效益,根据《浙江省人民政府关于推进公共财政管理改革的意见》(浙政发〔2011〕38号)精神,现就进一步加强市直财政资金管理通知如下。一、加强财政专项资金整合(一)严格控制新增专项资金。除法律、法规以及党委、政府确定的新增项目外,各单位自行增加的项目应在本单位预算经费中调剂解决,财政不予立项和安排预算经费;对巳经实现项目目

First, strengthen the financial special funds (a) strictly control the new special funds. In addition to the laws and regulations as well as the new projects identified by the Party committees and governments, the projects added by each unit should be adjusted and resolved in the budgetary funds of the unit. The financial departments shall not initiate projects and arrange budgetary expenditures.
