我厂是国家机械行业的大型骨干企业。改革几年来,一直走的是上坡路,经济效益持续增长,但去年遇到了前所未有的困难。严峻的经济形势在厂两级领导班子中引起了很大的思想波动。通过调查,我们发现在领导干部中存在着五种思想障碍:一是等中央给政策,无所作为;二是靠厂里多让利、给条件;三是怕在搞活问题上因界限不清犯错误;四是担心群众难发动,生产难组织,工作难开展;五是不顾全局,打自己小算盘。我们通过举办两级领导班子成员学习班和系列学习讲座等形式,引导各级领导干部在思想上做到
Our factory is a large state-owned machinery industry backbone enterprises. In the past few years, the reform has been on the ascent and the economic benefits have continued to grow. However, last year we encountered unprecedented difficulties. The severe economic situation has caused great ideological fluctuations in the factory-level leadership. Through the investigation, we found that there are five kinds of ideological obstacles in the leading cadres: one is to wait for the central government to give policy and nothing; the other is to rely on profits from the factory to give conditions; the third is to fear making mistakes in enlivening because of the unclear boundaries; Fourth, it is feared that the masses will be hard to mobilize, that the production will be hard to organize and that the work will be difficult to carry out. Fifth, regardless of the overall situation, they will play their own small calculations.
