The Soviet Union plans to expand its space launch capability and flexibility on a large scale over the next five years by introducing the Energy and the manned space shuttle boosters and embarking on planning the full modernization of its military satellites. The Soviet Union will also continue with various space systems and add tests similar to the U.S. Strategic Defense Initiative, and the activity will increase. The Soviet Union will soon launch a series of ambitious space science missions that will continue into the early 21st century. By the late 1990s, the Soviet Union planned to fly at least 12 unmanned Earth orbiting scientific missions, perform several unmanned Mars flights and possibly return the Soviet spacecraft to the Moon. The Soviet space program has a higher priority than the United States
