1 西部开发交通基础设施建设要依靠科技进步 西部大开发,是在我国社会、经济改革和建没发展到一个新阶段的形势下,党中央作出的重大决策。关于西部大开发,朱镕基总理特别强调了四个方面:一是进一步加快基础设施建设,这是西部大开发的基础。二是切实加强生态环境保护和建设,这是西部大开发的根本。三是积极调整产业结构,这是西部大开发的关键。四是大力发展科技和教育,这是实施西部大开发的重要条件。长期以来,交通基础设施落后是制约西部地区经济发展的重要因素。因此,实施西部大开发战略,首先要加快交通基础设施建设。并把交通基础设施建设放到西部大开发重中之重的优先地位。西部地区的快速持续发展,从根本上讲要依靠科技进步和提高劳动者素质。因此,必须加快交通科技进步,推动西部交通基础设施建设,使其为西部大开发战略的实施作出贡献。
1 The development of the western part of the transportation infrastructure needs to rely on science and technology to promote the development of the western part of the country. It is a major policy decision made by the Central Party Committee under the situation in which social and economic reform and construction in our country have not yet reached a new stage. With regard to the large-scale development of the western region, Premier Zhu Rongji emphasized in particular four aspects: First, to further accelerate the infrastructure construction, which is the basis for the large-scale development of the western region. Second, we must earnestly strengthen the protection and building of the ecological environment, which is the fundamental development of the western region. Third, actively adjust the industrial structure, which is the key to the development of the western region. Fourth, vigorously develop science and technology and education. This is an important condition for implementing the large-scale development of the western region. For a long time, the backward transport infrastructure is an important factor that restricts the economic development in the western region. Therefore, to implement the strategy of developing the western region, we must first speed up the construction of transport infrastructure. We will put traffic infrastructure construction at the top of the western development priority. The rapid and sustained development of the western region basically depends on the progress of science and technology and the improvement of the quality of workers. Therefore, it is imperative to speed up the scientific and technological progress in transportation and promote the construction of transportation infrastructure in the western part of the country so that it can contribute to the implementation of the strategy of developing the western region.
