对学术期刊实现公正、公平、科学的评估,采用什么样的评估指标体系是关键。构建一个科学、合理、具有较强操作性的评估指标体系,应以新闻出版署《社科期刊质量标准及评估办法》精神为指导,在认真总结、吸收以往成功经验和做法的基础上对现行体系作出较大改进:首先,拟将学术期刊的评估按范围、内容的不同分为以评估期刊社(编辑部)整体工作为主的办刊水平评估和主要对某一期刊水平进行全面评估的期刊质量评估两种;其次,应设计出分别供定量评估的指标体系和供定性评估的参考指标体系两个体系;再次,是对现行定量评估指标体系从宏观的构架到具体项目内容以及各项指标的权重等重新加以设计和完善,以构建一个以政治质量、业务(学术)质量、编辑出版质量、社会影响力四个大项为基本框架的期刊质量评估指标体系和以办刊条件、工作管理、期刊质量为基本框架的期刊办刊水平评估的指标体系。本文还对各项各级具体指标及其评分办法、各项指标权重的确定及评估数据的来源、评估的方法等作了阐析。
