红河哈尼族彝族自治州是一个多民族的边疆民族自治州。州内有汉、彝、哈尼、苗、瑶、傣、回、壮、拉祜、布依等10个民族。新中国成立后,特别是在民族自治州成立后,党和政府在不懈坚持“两个离不开”教育,加强民族团结的前提下,以提高干部队伍素质,选拔使用少数民族干部为发展自治州社会生产力的重要手段,培养了大批少数民族干部和各类专业技术人才。在建立社会主义市场经济体制的新形势下,培养和选拔好民族干部,对促进民族地区经济发展,社会进步,民族团结,巩固边防具有十分重要的现实意义。
