民兵干部100%到位在家基干民兵100%到点外出务工基干民兵100%沟通联系教育资料100%做到基干民兵人手一册宣传教育100%覆盖全过程整组成果管理100%实现微机网络化 农村民兵、预备役人员外出务工或经商,已是新形势下非常重要非常普遍的经济活动和社会现象。调查研究反映,基干民兵外出人数多,比例从20%到40%不等;外出时间长,部分是季节性的,相当多的人是过完春节出门,年底才回来;大多是民工群体中的骨干,在外出务工或经商活动中不便随意离开;外出地点小部分人趋于稳定,大部分人仍然变动频繁,情况掌握或联系都不太方便;普遍存在市场经济意识增强,国防观念和民兵意识减弱的现象。针对由此造成的“平时人员见面难、整组人员集中难”的问题,突出适应新形势对接新情况,突出求实求效完成整组工作任务,突出抓好重点环节确保整组质量,我们军分区在试点中提出了以确保到点率为重点内容的“6个100%”要求,取得好效果。
