The Ministry of Industry and Information Technology recently issued the “Guidelines for the Development of Key Industrial Common Technologies (2011)” (the “Guidelines”) to guide the development and application of key industrial common technologies. Experience shows that the key to the modernization of a country is the modernization of science and technology. The party and the state have always attached great importance to the development of science and technology. In 1988, Deng Xiaoping proposed that “science and technology are primary productive forces.” In 2006, the State Council organized more than 2,000 experts to formulate “National Medium and Long-term Scientific and Technological Development Plan (2006 ~ 2020)” on the basis of full investigation and study, aiming to promote China's scientific and technological progress and technological innovation
