一九八八年五月十四日至十七日,水电部科技司在湖南东江拱坝现场主持召开了“BZC-A型大坝自动测量系统”和“ZJ-4/5A型电阻比检测仪”技术鉴定会。来自全国各地的从事大坝安全监测工作的二十多位专家、同行参加了这次会议。这两项科研任务是水电部南京自动化研究所根据部“1983~1985年水利电力科技发展计划重点项目”第83S42专题(东江拱坝自动化原型观测设计及仪器研制),为高质量解决大坝内部观测及自动化而研制的。自1986年5月以来,由水电部第八工程局负责试运行,迄今已历时两年。
