党的十六大报告中 ,把积极推进西部大开发 ,促进区域经济协调发展作为抓好国家经济建设全局的八个方面的任务之一 ,意味着西部大开发的特殊意义。在当前新的形势下 ,必须调整过去十几年来对西部采取的传统的资源开发战略 ,以新思路开发新西部。具体为 :( 1)国家要着力加强西部地区人力资源建设 ;( 2 )走新型工业化发展道路 ;( 3)实现科技、竞争、资源优势的有机结合 ;( 4 )继续大力推进扶贫开发 ,巩固扶贫成果 ,尽快使尚未脱贫的农村人口解决温饱问题 ;( 5 )加大中央的宏观调控和区域平衡能力 ,缩小地区差距。
