北海对外开放后,出现了国有、集体、外商、内联、个体各类不同成份发展海运的新格局。笔者认为,随着国际形势的变化,北海海运业今后对外开放的战略应是在巩固和发展原来的海外市场、开拓新市场的同时,要大力开拓东南亚市场,并使其成为港澳、西欧、美国、日本并列的重点海外市场之一。目前,我国与东南亚各国的政治、经济关系正在进入一个新的发展时期,应抓住这一机遇,积极拓展对东南亚国际经济技术合作,为促进北海经济发展发挥积极的作用。 一、北海航运对东南亚开放的前景十分广阔 (一)东南亚经济发展趋势 目前经济较为活跃的亚太地区,特别是东南亚地区,经济发展继续呈上升势头,是目前世界经济发展的热点

We should seize this opportunity to actively expand international economic and technological cooperation in Southeast Asia and play an active role in promoting the economic development of the North Sea.
