The work of PHC in China has been further developed in recent years. According to incomplete statistics, there are 211 PHC demonstration (pilot) counties in the country, accounting for 10% of the total counties. So what about 90% of the non-pilot counties? This paper intends to discuss this issue with regard to the practice in my county. I. Implementation of PHC in Wuxi County Wuxi County initiated the development of PHC in 1985 with the creation of Class A health clinics. By 1987, the county had basically reached the thirteen assessment criteria (revised draft) of the “2000 Health for All” of the Ministry of Health. Since 1987, China’s rural PHC has entered a new era. A number of PHC model counties and pilot counties have been identified in various places, and Wuxi County is not included in these counties. So, how should our non-pilot county PHC do?
