1994年12月20日,举国关注的关贸总协定中国工作组第19次会议在日内瓦结束。由于少数缔约方缺乏诚意、蓄意阻挠、漫天要价,这次会议未能达成中国年内复关的协议。消息传来,人们普遍深感遗撼。因为这不仅表明长达8年的中国复关谈判没有取得圆满结果,中国年内复关无望,而且意味着中国没能成为95年1月1日成立的世界贸易组织的创始成员。立马“关”前,我们不妨从那长达8年的记忆走廊里,重温一下属于我们自己的梦想和困惑、艰辛与荣光。
On December 20, 1994, the 19th meeting of the GATT China Working Group, which was of national concern, ended in Geneva. As a few parties lacked sincerity, deliberately obstruction and inflated prices, the meeting failed to reach an agreement for China to reopen the year. As the news came, people generally feel deeply about their will. This not only indicates that the 8 years of China’s reentry negotiations have not achieved satisfactory results, and that China has no hope of resuming the course of the year. It also means that China has failed to become a founding member of the World Trade Organization established on January 1, 1995. Before the “off,” we may wish to revisit our own dreams and perplexities, hardships and glory from the eight-year memory corridor.
