长期以来,江苏经济发展虽居全国前列,而人均占有公路里程却是全国之末,交通运输如瓶颈严重制约了江苏经济的发展。进入90年代,江苏孕育着一个伟大的梦想。那就是,用15至20年的时间建成以南京为中心向各省辖市辐射的高速公路网络,市县之间以一级公路连通,使人们乘汽车可实现在全省范围内的当日往返。1996年11月28日,随着沪宁高速公路的正式通车,江苏实现了高速公路零的突破。到1996年底,全省拥有二级以上公路里程达6862公里,平均每百平方公里拥有二级以上公路6.69公里,仅次于山东省,位居全国第二位。
