行政事业单位作为贯彻和实行国家政策、为公众提供公共服务的机构,其运行经费来源大多为财政拨款。要想在进一步压缩行政事业单位运行经费开支的前提下保持行政事业单位的正常运转,重要的途径就是加强运行经费开支的控制。而绩效考核是新形势下加强行政事业单位运行经费控制的重要途径之一。本文在叙述行政事业单位绩效考核与运行经费控制、分析通过绩效考核加强运行经费控制的必要性的基础上,提出通过绩效考核加强运行经费使用控制的几点措施。
As the institutions that carry out and implement state policies and provide public services to the public, the administrative units are mostly funded by financial resources. In order to further reduce the operating expenses of administrative units under the premise of maintaining the normal operation of administrative units, an important way is to strengthen the control of operating expenses. Performance appraisal is one of the important ways to strengthen the control of running expenses of administrative units in the new situation. Based on the description of the control of performance appraisal and operating expense of administrative units and the necessity of strengthening the control of operating expenses through performance appraisal, this paper puts forward some measures to enhance the control of the operating expenses through performance appraisal.
