北宁线关内外通车交涉是1933年5月《塘沽停战协定》成立后,中日之间进行的一系列“善后”交涉中一个首当其冲的问题。由于此次交涉在政治上的敏感性而在中日之间及国民政府内部引起强烈的争议,并引发社会舆论的广泛关注和批评。本文将在参考关于此次交涉的报导或评论的基础上,较为细致地描述其迂回曲折的交涉历程并剖析此次交涉的结果对华北局势的重要影响。
The negotiation between Beining Line and the outside world was a top issue in a series of “aftermath” negotiations between China and Japan after the establishment of the “Tanggu Armistice Agreement” in May 1933. Due to the political sensitivities of this negotiation, there has been strong controversy between China and Japan and within the Kuomintang government, which has caused widespread concern and criticism in the public opinion. Based on the reports or comments on this negotiation, this article will elaborate its tortuous negotiation process and analyze the important impact of the negotiation on the situation in North China.
